Can RAM 1600mhz run in Motherboard that only works at 1333mhz?

Yes but at 1333MHz.

how about i mix a RAM with 1600 mhz & 1333mhz in motherboard that only support 1333mhz?

In that case both should run at 1333Mhz. Just to make it easier, put slower RAM in first slot(s), it makes it easier for BIOS to set it right. Speaking of BIOS, always reset it when changing RAM.
