Question Ram working at a lower frequency ?

Good night people!
I have 2 RAM DDR3 4GB 1600Mhz memories and for some reason my PC uses only 1333Mhz frequency, I've tried to check the BIOS and it is fully configured in automatic 1600Mhz, but it doesn't get there. I thought it was a Ram problem, so i buy 2 new DDR3 8GB 1866Mhz memories, but they 2 only don't give video, I have to join the new ones together with the old ones for the video to connect, even if in Windows ALL 4 memories are recognized. And it still limits to 1333Mhz all 4 memories. Anyone know how to fix this? follow my prints in Setup

Total RAM with all 4 modules installed is 24 GB ( 2 x 4 GB + 2 x 8 GB) - correct?

Do all four modules have the same specs?

Page 6 lists the supported RAM configurations.

As I understand the specs, you must have an AM3+ CPU installed to get 1866 MHz

1600 MHz may be possible but I suspect that one or more RAM modules are limited to 1333 MHz.

More information and limitations are presented on Page 8 along with recommendation to go to Gigabyte's website for more up-to-date information.

Ensure also, that the installed RAM kit is a matched set of modules for dual channel use.

In all likelyhood, you'll never get faster RAM with all 4 sticks.

My GPU is a Gigabyte AMD Radeon R9 280.
The total Ram is correct = 24Gb. The modules are different, I have two 4gb 1600mhz and two 8gb 1866mhz, because the new ones (8Gb 1866mhz) they don't give video, so I have to join these 2 new ones with the 2 old ones to give video = 4 modules.
The motherboard is correct.
All the 4 modules are in Dual Channel

Run the following cmdlet:

Get-CimInstance win32_physicalmemory

(You should be able copy and paste the preceding line following the PS> prompt.

Post the results. You should see 4 "sections" each section starting with the word "Caption". One section for each installed RAM module.

Will video appear if you boot into Safe Mode? Try first with all four modules installed. Then with just the two 8 GB modules installed.

Hey, I managed to make the two 8Gb memories get video, but only in single channel. Here are PowerShell prints (https://prnt.sc/19sl355) and (https://prnt.sc/19sl5so).
The GPU is correct, in PCIEX 16.
I have a doubt, I was seeing the settings of the 2 new memories and noticed that they are working halfway at the value of 889mhz, it should be 993mhz, and PC3-14200 it had to be 14900. Is that what is making my PC not recognize the 1866mhz? (https://prnt.sc/19slxjn) and (https://prnt.sc/19smeab)

However from what I could see in the first Lightshot both modules had the same serial number (1529E012). ???

I checked my RAM and that was likewise the case but the serial number(s) were all zero's.

Unless you can find a way to OC those 1600MHz RAM, BIOS will always default to lower speed of second set when mixed.
I just managed to make the video appear using only the new memories, but that's only on the single channel. But I still have the frequency error, because when I try to set the BIOS to 1866mhz, it gives a boot error and says it doesn't match the frequency it's running. About the safe windows mode, i try with the 2 new memories in all situations, but only get video when i single channel then. Video get off on dual channel or when i plug only 1 memory, for the video get on, i need to plug only in single like the print above.
