Isn't Rambus the IP Patent Troll that caused problems in the past for other companies? If so, does this basically mean that using HBM2E is already dead in the water?

Not just a patent troll - Rambus was in business before the Rambus / Pentium 4 fiasco - and has remained in business since.

Rambus doesn't control the patents for hbm2e. They are just making a memory controller. They may try to patent troll the controller, but they don't have the IP portfolio they once had.
