Question Ran a userbenchmark and looking for help

I ran a benchmark test because for some reason; despite a decent pc build i am getting stuttering in CSGO and I got these results:
UserBenchmarks: Game 99%, Desk 91%, Work 93%
CPU: Intel Core i7-9700K - 88.9%
GPU: Nvidia RTX 2070S (Super) - 110.3%
SSD: Samsung 860 Evo 1TB - 101.8%
HDD: Seagate Barracuda 2TB (2016) - 74.9%
RAM: Corsair CMW32GX4M2D3600C18 2x16GB - 70.3%
MBD: Gigabyte Z370P D3

What are some steps I can take to make my PC perform with at least the average user.

How full are the disk drives?

PSU: make, model, wattage, age, condition (original, new, refurbished, used)? History of heavy use for gaming, video editing, or mining?

Try using Resource Monitor and Task Manager to observe system performance.

Use both tools but only one tool at a time.

Observe system performance immediately after boot up while the system idles. Then continue watching while doing light work and browsing.

Lastly observe while gaming/playing CSGO.

Determine what system resources are being used, to what extent (%), and what is using any given resource.

Try to spot what changes when the stuttering occurs.

Be methodical.

And Process Explorer (Microsoft, free) may prove helpful as well.

Your RAM is running at 2133mhz. Enable xmp and set it to 3600mhz

Should be 4.7ghz(avg) or so... possible thermal throttling?
