Theres a fairly decent chance the EVO is capable of running a 6600k passively, depending on ambient temps and overall case airflow.
Or, the processor was downclocking the whole time.

Either way, it really dosent matter, if it works fine now then its all good. I personally would keep an eye on that fan, running a motor thats stalled for that long of time is a bad idea.

Also case is thor v2 if it matters

Your most likely did nothing to your CPU. Intel CPUs use speed stepping to slow down when the temps get to high. So basically for the past month you ran at some fraction of your full-speed.

Not sure I would use a leafblower to clean my PC. A little too violent. I use a mini-blower (from amazon).

I've accidentally run a 3770k (no overclock) with a passive 212 when the CPU fan died and it took me some time to figure it out. Pretty embarrassing considering how many builds I've done/troubleshooted, but my basement office is freezing 365 days a year and I have a lot of airflow in that rig. But it's at least possible; my temperatures were hotter than normal, though not alarmingly so.
