Random Audio Ads and Static voices

Hi, my laptop keeps on playing these random audio ads and it will do it when nothing is open. it also makes this static noise once in a while and will have this voice saying random numbers. it's been doing this recently and I have no idea what's going on. Does any one know a solution?

dose your computer monitor have HDMI in and audio out?if so try the GPU's sound
