Question Random black screen boot

Hey, so my story is that my pc used to run normally. 2 or 3 weeks ago, I decided to upgrade my GPU from Nvidia GTX 1650 to AMD RX 6650xt. after I installed the new GPU my pc worked fine. I used DDU to uninstall the old driver and after installing the AMD one pc booted up to a black screen. after I turned it off and on again it worked fine. even ran some games and everything was ok. I thought that it was just a one-time thing or something. But now every time I shut down my pc, it boots up to a black screen unless I discharge the battery first ( Idk if it's the correct term, I meant unplugging pc and pressing the power button) I've looked for a solution online a lot but I couldn't find anyone with the same issue.

What I've tried so far:
to disable ulps
3 different GPU drivers
CCleaner to update other drivers
disabling fast boot
it might be worth noting that my pc sometimes boots up fine if I just restart it rather than shutting it down. and it becomes blank when I enter and exit the bios.
other than this issue the pc is working fine with good performance in games and has never crashed or anything.

my pc specs:
MB - Asrock b560 HDV r2
CPU- Intel I5 10400f
GPU - Rx 6650xt
ram crucial 16GB 8x2 DDR4 3200
PSU - 700w I don't remember brand + I need to remove it to check

did you uninstall the nvidia driver before you got the rx on if not put back old gpu and do it also after install rx and go to is maker to get is drivers or on amd .

I only did it after removing the old GPU. ok, i will try this later and post result here. thx

Try with a different video cable.
If you're using HDMI, then try with Displayport cable. If using Displayport, then try with HDMI cable.
