Random Connection Issues, help?

For some odd reason, at the most random times of the day or night my internet connection will be interrupted and can be down anywhere from a few minutes to a few hours, and comes back by itself. Restarting the router sometimes fixes the problem, but not always. I have had my ISP (Communistcast) come look at my router and the tech said there is nothing wrong at their end, or with my router or the cable lines. Obviously there is something wrong here. I am connected to my router via a Buffalo WiFi dongle, and the computer in the living room is hardwired into the router via ethernet.. Also, there is the question of the attached picture

Is that in any way normal? Not to mention the received packets are increasing at 1,000,000+ per second? Sometimes 2 or 3,000,000+ too. Help me out guys!

I am no real expert on packet rate but i would say that is excessive. but anyway have you tried this on another laptop and pc and got the same results? If not then please as a first port of call run a AV such as AVG or Comodo as well as Malwarebytes to try to make sure there is no third party random program damaging your connection, aka a virus or malware. ensure you have no torrent software running in the background seeding loads of your downloads each time you turn on your pc because this after a few seconds could take up your full bandwidth and shut your net access down.
