Random Constant Latency

Many times when gaming, my ping in games suddenly rises to 140s-300s and stays there until I unplug my modem's DSL and then replug it after a few seconds. I have no idea what is going on. I pretty dumb when it comes to networking so... sorry in advance. I also use an Ethernet.
 
It could be a plethora of issues:
1. driver issue
2. busted/old modem
3. busted cable
4. the company is throttling your bandwidth while it's in use (which most frequently occurs and can give you a good chunk of money from a lawsuit if this is the confirmed issue)
 
1. update your drivers
2. test with a new modem
3. test with a new cable
4. try running other programs that would require higher bandwidth usage, and if you're throttled (both ping and download/upload) it's the company's fault

This could still either be the company giving you horrible service in your area. I have AT&T, and at 2am every other night the "DSL could not be found" or something like that for 3 hours - until then I don't have any internet at all.

It could also be a server issue, where simply loading a massive amount of data at once (including NPCs, maps, IRL players, etc) could cause lag spikes.

...but the fact that your issue gets resolved when you disconnect/reconnect the DSL makes me believe you either have a faulty modem or cable.
