Question Random CPU Temp Spiking?

I've had this computer for around two-three years give or take and only now did I start to notice a weird noise coming from inside (Noise will be in video.) Turned the computer on and off a few times, that didn't stop it. Found the source to be the radiator fans. Decided to see why they were making so much noise, and ended up discovering random CPU Utilization and temp spikes while idle. Is this normal? Is there any way to fix the noise coming from the radiator aside from replacing the fans? CPU Is an Intel Core i5 6600k overclocked to 4.50GHz, AIO is a Corsair H115i (Video -

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. List them like so:
CPU:
Motherboard:
Ram:
SSD/HDD:

OS:

You might want to see if you have any BIOS updates pending for your platform. You should also mention which version of the OS you're on if you're on Windows 10. You should also take a look at how many app's you've got running in the background.
