Random Dots On Screen

On my screen, randomly dots appear. It has to be something with windows 10 because if i make a screenshot of them, windows renders them as you can see below:

This is a snapshot of a snapshot of my desktop, since my desktop doesn't show weird pixels, but anything graphical (in this case: MS Paint) does. If i try to play full screen games, the screen is barely recognizable because of the amount of random bars, stripes and dots on the screen. Can anyone help me?

I have a new GTX 1060 GPU, already removed and re-installed all drivers. Happens with any game i play. i7 2600k and Asus motherboard if that's relevant. It's not my screen, i tried 3 screens with 3 different cables. DVI/HDMI nothing works.

It happened a few days ago, i was playing a game and it crashed, and ever since that game crashed all of the games are infected, and any graphical application (even the browser sometimes). I'm desperate!
 
You say you have a new GTX 1060 GPU. Some questions
1) Have you tried putting the old GPU back?
2) What mother board are you using?
3) What power supply are you using?
4) Are you monitoring the card's temps? I used to see streaks like image two when my card was too hot.
 


1. I have put a different GPU in my pc yes, not my old one but a cheap (15$) one which i borrowed, works fine!
2. An asus motherboard which is totally fine, i'm sure about that
3. 850W, way too much but it's enough for sure :)
4. the card temp was 57 degrees when i last checked (when it wasn't working), so that shouldn't be the problem either.

I've sent back the card where i bought it, i hope itll be fixed anytime soon!
