Random events when using keyboard and mouse

I started a thread about this yesterday but thought i was a stuck cntrl key causing my problems but turns out, nope! My mouse wheel will switch from scrolling to zooming in and out and my keyboard keys do random things like when i hit the win key a website will pop up and some keys don't even work at all. I can even click the X to close a web page and nothing happens. It starts out of nowhere and stops out of nowhere and i have tried multiple keyboards with no luck. Normally i can find the cause of the majority of my PC problems but this one i have no clue.

Can you please confirm if you tried removing the Keyboard and Mouse drivers from the Device Manager snap-in, restarted the computer, and allowed Windows to install the default drivers from its driver database?
