Random FPS drop and stutter for few seconds/minutes. Need help!

Hey.

I recently installed Windows 10 and started having these strange fps drops when playing games. What it does is the frame rate drops very low (5-15) and immense stuttering starts. This lasts from 30 seconds to 2 minutes and then stops. Sometimes it doesn't occur at all, and sometimes few times a day. The time is random and the game I play is also random. All in all it is a very annoying problem especially when playing online and I'd like to get it solved. What is strange is that when the problem occurs I open my task manage to see if disk/cpu/mem usage is high but everything always seems normal.

What I've tried to resolve the issue but all have failed:

- Update and downgrade my GPU, MOBO and Sound card drivers.
- Enable/Disable all virus scanners and check their scheduled tasks.
- Check core parking.
- Check for overheating.
- Close all unnecessary programs.
- Rebooting or keeping the PC on for 48 hours and then go play doesn't seem to affect or produce this problem.

Games I've played while experiencing this: CS:GO (on SSD), SW:TOR, Dragon's Dogma (Both on HDD)

nVidia GTX 770 4Gb
Intel i5 2400
Corsair Vengeance 8Gb DDR3 1600Mhz
Samsung 1TB HDD
Samsung 840 EVO 250Gb SSD
AsRock mobo

Whenever this occurs, open up Task Manager, and check which programs are using what amounts of resources (CPU/GPU/Ram) and also check if the utilization is normal. If your CPU is utilized at 100% or Ram usage is high something may be taking up unnecessary utilization. May well be an undetected virus.

Also open device manager and check if all devices are having suitable drivers.

Check your mobo BIOS and see if the CPU or GPU is under-clocked and also check if the voltages on the 3.3v, 5v and 12v are sufficient.
