Random FPS drops 0.2-0.5 sec

Hi guys!

So I recently upgraded my GPU and noticed it won't fit in my case so I bought new one with PSU. At first I had temp problems with r9 390, because witcher 3 high graphics made my GPU 94C at full load. After a while I boosted my case fans to max speed and learned how to edit amd video card fans with Asus GPU Tweak 2. Unfortunately I can't save my edit for fans for the next restart. It always goes back to default settings and won't remember my fans speed which I edited. Now I have ~65 in witcher 3 which is cool =). The real problem right now is that all my games are dropping fps and that's fine, but the game lags for 0.2-0.5 secs and it's really annoying. Tomb Raider (2013), CS:GO and Witcher 3. My friend told me this cause might be of GPU bottleneck my CPU, but that's in CS:GO, cause as I understand CS:GO runs pretty much only with CPU. All my settings in CS:GO are LOW as possible. I don't understand what is cause of this. I have scanned my PC with Malwarebytes and with Windows defender. Nothing. Cleaned with Ccleaner and ATF cleaner. I've been fighting with this almost a week and I can't find a solution from the Google. Some kid told in some site that his FPS lags had something to do with DVI port. I don't think that is my solution. Of course I'm going to try my DVI cable to MB slot and back to GPU slot but I don't think that is the problem. What do you think guys?

MB: Asus Maximus VII Ranger
CPU: Intel i5 4570 3.1 Ghz + Tower CPU cooler
GPU: Asus Amd R9 390 8gb
RAM: 8gb 1333Mhz Kingston
PSU: EVGA 750W SuperNOVA 750 G2
HDD: Seagate 1TB 7200 RPM x 2
Case: Cooler Master Scout 2 advanced gaming

Old Components:

Case: Cooler Master Scout 1
PSU: 600W ----
GPU: Nvidia GTX 750 Ti
 
If i IS bottlenecking, it's because the GPU is TOO powerful for the settings the games are running on. Amp up the settings. The 'lagging for like .05 seconds' thing is stuttering or it could also be screen tearing as well. Try turning on VSync.
 
Yeah, I confirm that it's definitely stuttering lag. I've also installed latest AMD driver 16.11 Crimson and deleted using some program all Nvidia old drivers and software's. After that I activated my MB integrated graphics and disabled r9 390 and deleted AMD drivers and installed them again.
 


Did you up the settings as far as possible?

Also, you could try re-installing the graphics card.
 


You mean to the ultra? Sure I tried that, but my FPS is going somewhere 40-50, so I use High settings. Do you mean installing physically again?

 


I mean install the card again PHYSICALLY, reset the card to default configurations, and also re-install drivers again.

ALso, 40-50 FPS is completely playable. SO if you keep it on ultra, you should be golden if you have no stuttering.
 


Yeah.. I did everything else except installed physically video card again and I still have stuttering problem. I played witcher 3 like 30 minutes and everything went smooth but after I started to play CS:GO, it frozed so badly that I had to reopened it... Wtf is going on...

 


If you can, send a video clip, maybe using a camera or a phone camera of the issue?

Also, are you using Windows 10?
 


No man, I have Windows 8.1 and I can record the issue and upload it into my YouTube channel, give me... 12h?

EDIT: Okay, The Witcher 3 is now running pretty smooth but sometimes it gives stuttering not often after all. I guess it's loading next area or someting... But CS:GO is another story. I have more stuttering there than in witcher 3. I would like to upload a video to show the problem, but I can't get work this peace of **** AMD Gaming Envolved recording software. It's just won't start record. I dunno anymore what to do. Temp has rised in witcher 3 by 10 degrees so it's running now with ~75 degrees.

1 thing what helped in witcher 3 is by switching on Frame Rate Target Control.

I installed Windows again, still running Windows 8.1. Same problem, nothing haven't changed. Changed the PCI-E slot.. A little bit less stuttering but still. What is this? Is it my CPU? Anyone?

Metro 2033 Redux runs without any problem. No stuttering.

CS:GO have much less stuttering now, but witcher 3 still have a lot. Speacially when i am around of people/population. When I'm alone in the woods it's all good. 1 strange thing happened... THere was an ocean and when i turned to look at it my fps dropped in 30fps and didn't went back to 60. Only after I turned around.

 
Done. Problem is solved. The reason of the stuttering appeared being software in the background. Yes I know I should have read more threads. But I did. I read everything I found in the google about stuttering in many ways. Stuttering after replacing new video card etc... Software I mentioned is the one what came with r9 390 CD and it's called Raptr. After closing it and playing a little with Radeon settings, specially with Frame Rate Target control and switching off Vsync = DONE. NO STUTTERING. I never thought it could be the software which AMD put in the THEIR CD. OMG. Thank you all for answering this thread. Appreciate a lot. =)
