Random FPS drops in all games!

i'm having an issue with my brand new gaming PC, all my games are randomly dropping frames! all my games run at 1080p 60fps ultra (cpu usage at 40/50%, GPU usage 70~80%) and yet, i'm playing a game and the frames dip for 60 to 40s, 30s, 20s, even 10s! and half a sec later they're back to 60, it's not a overheating issue, not a memory issue, not a malware issue, not a driver issue, i have no idea what to do! not even at lowest settings possible, the games still dip, help :c

what is the CPU usage reaching at the moment the frames drop?

how often does it happen? all the time, or just now and then?

The CPU barely hits 60% usage, GPU usage is fine (since i use VSYNC)
as of how often does it happen, is hard to say, in BF4 is random, in Fallout 4 it seems to happen whenever i'm getting near a city or something, in the witcher 3 it seems to happen the same way, but since it's not a CPU/GPU bottleneck, i have no idea what it is

Witcher 3 was known to be demanding in towns as well

without V-SYNC both games run within the 70 to 100fps, today my other friend bought a GTX 1060 from Zotac, he updated to the last version (384.94) and he's also getting frame drops, he landed me his GTX 550ti, and i downloaded 384.94, and guess what? same thing
