Question Random FPS Drops in game, temps are fine.

My friend has a 3060ti, i9 9900k, and 16gb of 3200mhz ram. His frames are consistently randomly dropping to below a hundred in valorant compared to the usual 500+. We checked his temps, they are fine, we replaced the PSU, his SSD has 300gbs of space remaining. Was wondering if anyone had a inclination of an idea of what the problem could be, as I've tried everything i could think of.

Not that I know of, CPU is running at 31 percent peek, and make cpu temp was 41C
