Question Random FPS drops, stutter and freezing.

Hey, so, I got a new pc and it started to stutter as soon as I got it, it's not happening like every 2 seconds, it's like every 20 seconds or so, it doesn't really bother me but it's just annoying. Important to mention that I already tried resetting windows 10 and cleaning the PC.


SPECS :

CPU - I5 8500 3.0 GHz

GPU - AMD Radeon RX 590+ Nitro Edition

8 GB of ram

Motherboard - Gigabyte Z390 Gaming X

PSU - Corsair VS 650W

Is this a NEW PC with a warranty?
If so, just return it, it's usually more pain free than trying to troubleshoot it in my view

Do you have latest Windows Updates installed?
Do you have latest drivers installed for things like GPU / WiFi etc?
Have you monitored component usage during the stutters? Go into resource monitor and see if there are any bottlenecks or resource hungry processes running. If it's not software, I'd initially guess
