Random FPS spikes GTX 750 TI

Like the title says I am getting random drops in FPS when playing games. In LoL I go from 60 to 15 for 2-3 seconds and then I am fine again. In Path of Exile the same thing happens only I got from 100 - X (dont know the actual amount just see the drops on the graph). I am not sure what the cause is and hoping to get some help with fixing it.

Asus Sabertooth 990FX
16 gb Ram
GTX 750 TI
600w Corsair PSU

Most useful reply "ur cpu" Well for one, there is ABSOLUTELY no bottleneck on your GPU with that CPU.

Have you checked the temperatures? What is the usage of CPU, GPU, etc when those spikes occur? Since when has this been happening?

It started more recently about the past couple weeks or so. The CPU sits at 60C on load and 50C or less off load. I thought this was a bit high so I bought a new Zalman Heatsink to replace my Cooler Master v8 but I have not had a chance to put it in yet. As far as cpu usage I am not sure how I would check as the spikes only last for about 2-3secs and then go away for a while.

Have not tested offline games as I don't usually play them but I'll give it a shot later today.

So I tried it out the past couple days and it seems to happen even in offline games.
