Random Frame dips in Csgo

When I first got my laptop it ran everything 100% fine, CSGO, GMOD, everything, and my GPU is a 4GB Nvidia 940MX, but when I got my hard drive replaced about 6 months ago because it crapped out on me, I noticed that CSGO would randomly experience some frame drops, I'd be running a smooth 60FPS then out of nowhere I drop down to 30 or 20FPS, then a few seconds later I'm back at 60FPS, and I have tried changing the PhysX to my GPU, changing 3D settings to performance, changed power settings and in game settings and nothing works, nothing comes up when I check integrity of game files, changing launch settings doesn't work, I even tried just reinstalling the game and nothing worked, any one know what is going on?

I've even tried running my virus protection to see if there is malware and it shows nothing, I then tried disabling my virus protection and nothing, cpu usage isn't maxing out or getting to 85%
