The FX 8350 is bottlenecking your graphics card. That or you have background programs taking up CPU power.

When the CPU falls too far behind the graphics card, the graphics card must stop for a second so they CPU can catch up. That is why the framerate drop happens. What you need is a more powerful processor and to get that you would have to move up to a newer platform like Ryzen. You won't get a beter CPU that will work with your motherboard that would be worth it. FX processors perform poorly in general with modern games and with newer graphics cards.

Updating your display drivers, chipset drivers, and BIOS may help.
