I've been having issues with my computer for a while where I get frame skips randomly, it's not unplayable but it's very annoying. I have a clip where you can see the frame lag actually happen. It happens around 8 seconds, sorry plays.tv is all I have.
I have ran games without plays.tv and this has happened as well so I don't think it's that but i'm not sure.

Here is what my MSI Afterburner settings are, they're default, I haven't touched anything.
I don't think temperatures are an issue either, the GPU and CPU haven't gotten over 65c at most.
Here is an image of GPU Usage taken from Afterburner. The frame skipped happened and I took a screenshot of the usage as soon as it did. The CPU temperature was 41c when I took the image, just didn't want to scroll down afterburner.
And this is my build.
CPU: FX-8350 (Not Overclocked)
CPU Fan: Hyper 212 Evo
GPU: Sapphire R9 390 Nitro 8GB (Stock Speeds)
Motherboard: Asus M5A97 R 2.0
RAM: 16GB Kingston HyperX Fury 1866
PSU: EVGA Supernova 650w GS 80+ Gold
HDD: 1TB Western Digital Caviar Blue
SSD: 250gb Samsung Evo
Case: Phanteks Enthoo Pro
