So I just get a new PC, spec below:
WD Blue WD10EZEX 1TB 7200rpm 64MB 3.5 Inch HDD
Samsung 960 EVO Series - 250GB PCIe NVMe - M.2 SSD

A few games that I tested run perfectly at constant 60 FPS at max setting no problem: Dark Souls 3, Nier Automata, Overwatch, and I play all of them in windowed mode.
But one of the game, The Surge, is having trouble. Random Freezes happens once every minute or two. Background music or background sounds are not affected, such as the sound of winds, just the combat pauses, I notice when that happens, GPU load will drop to 0% during the few seconds and back to normal again.
Then I tried to stream, game still runs smoothly. But when I look at the VOD or the footage saved in my HD, they have freezes at the exact moments at the exact frame. I tried to record without streaming, nothing changes. Game is smooth, but footage freeze 1-3 times every minute depends on which game I record. The footage freeze happens even if I just mess around with heroes skin in Overwatch. Again, sound is not affected at all.
So I tried the following:
For the surge, I tried full screen mode, windowed mode, max setting, lowest setting, nothing changes.
For recording, I tried both OBS and OBS studio, 60FPS v 30FPS, 3500 bitrate vs 1500 bitrate (and numbers in between), encoder preset from ultrafast to faster, nothing changes.
I even tried to move the games between the SSD and HD, switch the RAM from the 2 red slots to the 2 black slots in my MB.
Literally everything I did changed nothing. I tried to max out setting for both OBS and in-game, or set them all to lowest just to see if I can get it worse or improve. But literally nothing changes. It doesn't have any noticeable difference in terms of freezing for longer or freezing more frequently.
I am starting to think I may be getting some faulty hardware? But how can I test it? The recording footage freeze may not have the same cause as the freeze in The Surge (GAME), but they act similarly. Sound is unaffected, only the video part is pausing. And trying to increase or decrease the system load doesnt seems to change a thing for both.
I am not even sure which board I should post to since I have no idea what is happening.
