Random freezes while playing games

So occasionally i get random freezes while playing games. (Dragon Nest/ League of legends) specifically. Its jus like random 5~ sec freezes.

Specs:
i5- 6600
gtx 1070 strix
z170m extreme4\
G.SKILL Ripjaws V Series 16Gb

I really hope i can get some help. because the random freezes is just annoying and i dont know whats triggering the freeze.
the whole comp freezes btw. not just the game. I have a 2nd monitor on with youtube playlist and whenever the freeze occurs the vid freezes happens. so thats how i know its the whole computer.

My gpu drivers are updated.
I monitor my temps.and the temps are excellent.
 
In that case, go with the four "R"s:

Reboot the system. Run your game before starting any other applications and shut down those that start automatically. If it still crashes:
Reinstall the drivers for your graphics card and audio system. If that fails and it still crashes:
Reinstall the OS and just the basic drivers needed for the game. Then install just the game. NOTHING ELSE! If that still fails.
Rebuild the system. Check to make sure each component is properly seated. Check you manuals to make sure each component is fully supported. If that fails.
You have one or more faulty components and you need to determine what they are.

Since is not a true freeze (aka permanent) you should use some monitoring program (like windows resource monitor) to see what cause it: could be hdd, could be cpu, could be network... also check windows logs to see anything unusual in that periods.
 
Actually after trying again. i have not froze w/o the youtube on the other screen. What could be the problem if it is the youtube on the other screen?

edit: confirmed. what triggers the random freeze is playing a video while playing a game. how to fix this?
 
so it doesnt matter if its youtube or facebook or some twitch stream video? i was jus worried because i didnt have this problem when i had my amd build. then i switched to this intel build and i started having this problem. was wondering maybe i had a bad card. hopefully not since i cant really refund it anymore.
