"Random" Games all of a sudden went from 60-144 FPS to 12-24 fps for no apparent reason.

For some reason both Borderlands 2 and Dragons Dogma Dark Arisen have both more than quartered their frames, and i have no idea why. Ive not done anything other than update drivers recently, but ive now had this problem for a month with Borderlands 2, and now with DDDA... I was able to fix borderlands 2 one time, i verified the files and used nividas settings for the in game graphics and it worked that time, but now even trying that or different versions of that i cant get max frames anymore. i dont have this problem with any other games but i fear it could spread, because DDDA didnt have this problem before. reinstalling didnt work, i turned off steam overlay, and ive done other things as well, but nothing. i do have Riva tuner and MSi Afterburner, but these games worked after i installed Riva tuner, and ive turned it off and it still does the same thing, im bout ready to reset my computer, but id much rather not unless i have too.

Any help would be great.

CPU: Intel i5-4690k
RAM: 8GB, nothing special, dont even remember the name
OS:Windows 10 OEM
GPU: MSI Twin Frozr 980
Motherboard: Gigabyte Z97X-SLI
I have my OS on a Samsung SSD and mostly everything else on a 1TB HDD That i cant remember the name of

Nothing out of the ordinary, all of my heat levels out at a pretty reasonable level for both CPU and GPU, and the stress tests were fairly in line with how my system usually runs. Just to elaborate this isn't a degradation of performance or anything, i start the game and it just rarely goes above 12.5 or 24 frames, and when they do its only like .5-2 fps for half a second, sometimes in the loading screens it will be higher, but its just like that, from the second it starts, but then i go and run another game and its fine.
