Question Random GPU FPS drops (stutter) ?

Hello Ladies and Gents,

As the title says, I have random fps drops in games which causes very noticeable screen freezes (stutter). When the stutter occurs, GPUZ shows that also my GPU Load, GPU Chip Power Draw & Power drops. I play at 1440p and I have a Corsair RM750 PSU (my pc never shut down under high load etc).

Some extra info: Games even cause stutter on m2 SSD. It seems really random, not at a certain point in the game. It isn't thermal throttling (CPU is around 65C under load, GPU around 60C and Vram around 70-85 under 100% Load. Did also some extra benchmarks (3D Mark) tested both CPU and GPU. No noticeable stutter during the benchmarks, result was also good. I guess it isn't a bottleneck too, my CPU's cores & threads don't reach 100%. Only 2 games where the stutter is almost not noticeable are Star Wars Battlefront 2 and AC Valhalla. Shadow of The Tomb Raider, Metro Exodus Enhanced Edition, Cyberpunk 2077, Sandstorm Insurgency & Rising Storm 2 vietnam arn't running well

Things that I've tried and didn't work:
-DDU
  • Updating latest Nvidia drivers + microsoft 10 updates
  • Change to max Performance in Nvidia control panel
  • Power mode to max in Microsoft
  • High prioritze games in Task manager
  • Exploit/flow guard games in Windows Defender
  • Change games from HDD to M2 SSD
  • WIndows game bar and all other things to OFF
  • Close all background apps (only MSI Afterburner and GPUZ are open)
  • Changed my old Corsair Vengeance 2x8GB LPX - 3000mhz to the current 2x16GB 3600 mhz (yes they are in the right slots and task manager says they are running at 3600mhz)
  • Turning G-Sync on and off
  • Vsync on/off
  • Downgrading the graphics to Medium/High (I play at ultra)
  • Trying HDMI instead of DP
  • Tried changing refreshrate to 120hz/144hz (currently at 165hz)
  • Tried XMP1 & XMP2 with no success
  • Trying to stress test CPU (3D Mark) & GPU (Furmark & 3DMark), both passed the test.
As an example in GPUZ i'll try and add a photo of the GPU Load drops etc.

If anyone could help me I would be really thankful. I'm trying every tweak since 2 moths now with no success! I'm starting to think it's the GPU itself, but wouldn't I notice it during benchmarks etc? Also worth to mention: the problems started when I bought my new GPU (RTX 3080) before I had a GTX 1070TI without any problems. I also notice lag during scrolling in Chrome, already tried to turn the accelerate thingy off.

try running latency monitor, it could be some gpu unrelated kernel driver causing io stalls

Hey Kerberos_20, thanks for the reply!

I don't know much about latencymon 7.0 but I ran it during a gaming session. It says "Conclusion: Your system appears to be suitable for handling real-time audio and other tasks withut dropouts. Still some stutter was present during the gaming session.

I still couldn't find a fix, it's driving me crazy! Do you guys think it might be a faulthy GPU? Or do you guys think it's a settting in windows that is causing the fps drops?
