Doing that hasn't helped and ram usage hasn't drop by much. I think there's a communication drop somewhere I just can't figure it out....It's RMA roulette time.

Hmmmm, try the card in another system. Don't proceed any further till you have done so otherwise, you will be going crazy about what the problem actually is. I have a feeling its either A) they didn't repair the card or B) you have a slightly rotten chip/mobo. Seen this happen when board/chip was going, but more specifically board.

They sent me a brand new GPU and there's no way this card has the same fault as the last "might" have had....I don't have a decent enough system to test my card in,

I'm already getting the PC taken apart and RMAing the CPU,GPU and motherboard. From all the tests I've done I think it's a mobo problem.

The thing I don't understand is that I tried to replicate this problem by playing through the first 30-40mins of rise of the tomb raider and it didn't hitch/lag ONCE it was smooth....but in certain areas like at the end of tomb raider where I do my troubleshoot run it's clearly a stuttery mess....

In other games such as quake champions the downward GPU usage spikes aren't as bad but definitely there.

IMO I think there's a communication problem in my system I just hope one of my parts get's found to be at fault or I'm in a real pickle. :'(

What was the end result of all this? Just curious because I am in the process of RMAing my RTX 2080 as well because of constant microstutters across all games.(BF1, BLOPS 4, Apex Legends).

Exactly the same issue here...

I really wonder what the culprit is... since everything has been replaced so far here as well...

9900K
AorusMasterF8
2080Ti

Edit: this is most likely it... even though someone came to check and everything was fine?..
"EDIT: The issue is gone after plugging the PSU on a distinct outlet (was previously on a 8 outlets powerstrip) "
