Random GPU utilization drops which lead to fps drops

Ok so i installed a new GPU and ever since i did i have been getting large fps drops so i opened HWMonitor and every time the frames drop the GPU utilization does as well then i checked my cpu and gpu temps and they seem to be fine

GPU: NVIDIA GeForce GTX 970 Strix
CPU: AMD FX(tm)-8320 Eight-Core Processor
PSU: Cooler master 550W

What card did you have before?
Do the frame drops go below the minimum FPS you had before?
A stock 8320 has weak cores and will have low FPS in parts of games that need high IPC.

I had a Radeon r9 270x and my fps does drop down lower but when it doesn't drop it is much higher
