Hi guys.
I recently build a PC and installed windows 10 professional on it. From time to time I expect some random hiccups (usually under 1 sec). Sometimes they occur once a few hours, sometimes a few during 10 minutes. It happens both under load and under no load. The temps are ok. Is this the matter of software or hardware.? I already tried to change windows power plans but no results.

Ryzen 5 3600
MSI B450 Tomahawk MAX
2x (G.SKILL Ripjaws 5, 3200MHz 8gb)
Gigabyte GTX 1660
SSD: ADATA 240GB M.2 XPG SX8200
HDD: 1 TB Seagate Baracuda
