Random humming noise coming from PC

I recently built a new PC and am experiencing an odd problem. About a day after finishing the build, my PC started making a humming noise every so often. It has happened when the system is idle, while browsing the Internet, or playing games. Sometimes the humming is very loud and annoying, and other times it's barely noticeable. It is audible with headphones on and two fans running in my room. It seems to be coming from the bottom left side of my case where the PSU is tucked away in the so-called "basement." Based on videos I've watched, I do not believe it is coil whine.
Today, the noise was driving me crazy to the point where I decided to return my old PSU (EVGA SuperNova G3 750W 80+ Gold) and purchase a new one (Corsair RM750x 80+ Gold). The noise returned after about 15 minutes of having my computer on, and went away after another 30 minutes. At this point, I'm almost positive it is not the PSU and have no idea what could be causing the humming. It's very distracting, especially when I'm trying to work on homework and study.
I have tried tightening screws on the motherboard, fans, CPU cooler, and case, unplugging all case and CPU cooler fans, disabling Intel SpeedStep and C1E, turning on the "high performance" power plan in Windows, monitoring temperatures, reseating the RAM, testing a couple GPUs, moving wires away from fans, and finally replacing the PSU tonight. Yet, the problem still persists.

CPU: i5-8600K
MOBO: MSI Z370-A Pro
Memory: G.Skill 16gb DDR4-3200
GPU: EVGA GTX 980 Ti
Cooler: Hyper 212 LED
PSU: Corsair RMX 750W 80+ Gold Fully Modular
Case: Phanteks Eclipse P400 Tempered Glass
2 SSDs and 2 HDDs

Possibly, best way to find out is what you are doing now.
Bit of an update: I was doing some light browsing last night, and the PC was silent. Almost immediately after launching a game (Sims 4), the noise started again and persisted the entire time I was playing. I recorded a short video of what it sounds like: https://www.youtube.com/watch?v=gfWcjbsRue0

Unplugging the HDDs unfortunately did not solve the issue. If it matters, all of my games are installed on my SSDs. I'm going to run my PC with the PSU outside of the case to see if the noise persists.

 


Sounds like some electrical interference honestly. Not HDD related for sure or PSU. Could it be the mobo?
 
Under the assumption that you have something installed you can control GPU fan curve....

Get the noise going. Press on the case in various places to see if you can isolate the noise to a panel or unsure footing.
Turn your fan curve off/on to see if it is coming from GPU fan.


 
Device manager says "the best drivers for your device are already installed." Is there another way to check for updates that I'm completely missing?

I used MSI Afterburner to mess with the fans and the noise was unaffected. Based on this, I don't think it's the GPU. I was hearing this sound when I had my 660 TI in as well.

I'm running my PC with the PSU outside of the case and the noise appears to have stopped. I also just ran a benchmark (Heaven) and Sims 4 on Ultra settings without the noise happening. Is it possible my case is picking up vibrations from the PSU?
