This problem has completely stumped me so I've come here in hope of getting some help. I'll try to break the situation down into two sections, symptoms of the problem and what I've already tried.
Symptoms:
Internet outages at seemingly random intervals, however they seem to be spaced apart by no longer than 3-5 minutes, typically shorter in the 30 second to 1 minute range and last for 30 seconds or so. As a bit of a background, the network had been running up until this point for nearly a year with no problems with the same isp. Internal network traffic remains unaffected during internet outages. If it's of any use, we have a static ip address.
What I've tried:
Hoping to trace the problem in the network, I wired a computer directly to the modem. The problem persisted, so I wired another computer directly to the modem and had the same result. Further, the entire network (20+ devices) will experience the problem at the same time, both wired and wireless. Internal network communication is unaffected, only internet service drops out. I had a remote desktop connection running on the internal network with absolutely no problems while having intermittent internet outages. This was on the same machine I later used to connect directly to the modem. This lead me to believe the problem was on the isp's end so I called out a tech to look at the modem. They replaced the modem and worked on the line between the building and the street. The problem persisted so I had them come back and the tech hooked his laptop directly to the modem and experienced no difficulties and no outages. He then connected the nearest computer directly to the modem and the problems began again. However, as soon as he switched the cable back to his laptop everything ran smooth. The same cable was used so wiring problems can be ruled out. He ran speed tests for about 30 minutes trying to replicate the problem on his laptop but had no issues.
I ran virus scans on both computers that I directly connected to the modem but the scans turned up nothing. In the fwiw column, both directly connected computers are identical builds running W7, the only difference is how they've been used since their build date which was the same time the network was built. Both have run without problems of any kind until this point.
I really don't know what to do at this point. I suspect the problem is the with the isp, but I don't know how to account for the tech having no connection issues. Any help/suggestions are greatly appreciated. Thanks for taking the time to read this.
