Random jumps in CPU temperature.

I was installing Hitman Absolution on Steam today, nothing else, and then after 30 minutes or so of the computer being on the voltage skyrocketed to 55-95 volts and the temps on all 6 cores (i7-3930k) jumped to 70-80C. Normally idle temps are around 35-40c, any idea what could be happening, after the voltage jump the usage on the cores stays at 0-20% usage.

My cooler is an H60 , which I've already reinstalled 6 times because it's so shitty, I totally regret the purchase and I'm exchanging it for a thermal take frio soon.

How is a jump of 95 watts to the processor related to the cooler being installed right?

Right now at least I think the voltage being fed to the CPU is the cause.
