Random lag spikes (980 ti)

I get random "lag spikes" when playing games like Metal gear 5, and xcom enemy within.
I have tried everything to make this lag stop. I have reinstalled drivers. I have tried older drivers. I HAVE REINSTALLED WINDOWS! I'm thinking It has to have something to do with my hardware, but I have no idea what it is.

OS: Windows 10
GPU: Geforce gtx 980 ti
CPU: Intel i7 5280k
Motherboard: MSI X99S SLI PLUS
PSU: Corsair RM850, 850W PSU
RAM: Crucial DDR4 Ballistix 2400MHz 16GB
