Random Lag Spikes

I'm having troubles with lag when gaming on any setting. I can be getting well over 100 fps then have it drop right down at random times.The lag spike even occurs in the main menu where I get up to 300 fps. Before I upgraded my computer, I was running the game on the highest settings no problem, I upgraded my computer because my 5 year old cpu couldn't handle gaming and streaming.

My system specs are
Ryzen 5 1600x (water cooled)
B350 motherboard
16gb ddr4 ram 3200MHz
600W power supply
Radeon rx 580 8GB

Before the upgrade, i had an old Athlon quad core that ran the game perfectly fine. With the old CPU, my graphics card was only at 35-40% usage, now it stays at 98-100% in game at all times.
I have tried many things to fix the problem including installing different version drivers, checking for malware, and checking temps. None seem to be fixing the issue. The only difference between the builds is the GPU usage and the better parts. I know its capable because the same card ran the game fine before. Hurts to say that I put $600 into the PC to have it perform the way it does. Any suggestions or tips would be greatly appreciated.

When you say "lag spikes" do you mean network lag, as in the frame rate stays high but characters position jump around in game? Or do you mean the actual frame rates drop and performance stutters?

You mention upgrading for "gaming and streaming", but do these sudden performance drops happen when not streaming as well? I'm just making sure it's not related to hard disk performance or something. And as was said, 100% graphics card utilization can be considered a good thing, as it means the CPU isn't restricting the performance of the card. That likely means the graphics card is also running hotter than before though, and if it overheats, that could result in it throttling performance to keep the temperature in check. Have you tried...
While i'm not sure about this exact problem, but just want you to know that high GPU usage is not bad at all, it actually means that its using it correctly, full power for better performance, is everything up-to date?

Have you tried using something like MSI Afterburner to give you a graph of what's going on with the CPU and GPU when these stutters occur?

Also, if you performed the upgrade but didn't reinstall Windows, it's possible that some of the hardware might not be detected properly, and may be behaving wrong as a result.
