Random Low GPU Usage

I have an R9 390 with the latest AMD hotfix 16.1 drivers and i'm running 64 bit windows 10.

When i boot up my computer and load into any game i have low gpu usage and micro stuttering.
The odd part is that this has only started happening over the last few days and restarting my computer sometimes fixes the issue and sometimes doesn't.

Any help would be greatly appreciated.

CPU might be weak? which one is it? specify your PSU and RAM aswell.

i5 4460, seasonic 620w and g skill ripjaws 8gb 1600mhz.

I can't see why it would be a bottle neck as it only started happening a few days ago.

Update on the situation. It appears that the stuttering is only occurring some of the time. I will turn my PC on and it will be fine and then i will shut it down and turn it back on later and the stuttering will appear again.

No bottleneck.

How is GPU temp when play games? check with MSI afterburner in games.

-Disable any antivirus and check.

-Check with another PSU.
