Random Major FPS drop

I just recently built my pc and it's been running pretty smooth. I used to get 80-90 FPS in a game called Rust and now I average about 40-50 and sometimes drop to 30. I run on medium to high settings and lowering the quality has no effect on FPS. All my temps are fine, my CPU runs at around 40-50 degrees. My FPS will go back up after restarting my computer but after playing for about 5 minutes it drops back down. Also, whenever a game is open google chrome and Microsoft edge do not respond. I know it's not an internet issue because I'm playing online and using Skype fine. Any suggestions to fixing this?

Gigabyte gtx 1060
8gb g.skill ripjaw ddr4
1tb western digital blue
EVGA 700W

I am having the same exact issue. I have an i5 4690k, nvidia gtx geforce 960, and 8 gigs of ddr3. Fps used to be 70+, but recently it is 30 if lucky. I checked task manager while playing, and it looked like my ram was a bottleneck, at 89% usage. I am going to increase the amount of ram in my build and see if it helps. Good luck to you!
