Question Random performance dips

I have Ryzen 2600X, B450 Tomahawk, 16GB RAM (2x8 Corsair Vengeance 3200@CL16), RTX2080. Games such as Battlefield 5 or The Division 2 work fine and I get >100 fps but from time to time entire system starts to stutter. Game, sound, even my keyboard backlight. I have checked and processor is NOT getting to 100% usage. My PSU is beQuiet Power 700W (80+ Gold). I've tried enabling High Performance mode, disabling HPET in bios (some ppl recommended this), Disabled Windows Update p2p delivery, disabled discord hw acceleration, I have no idea how to get around this.
