Question Random programs won't start up?

I've had to reset my computer about 11 times over the past few months because of this problem. For some reason, when I go to a program to start up like Malwarebytes, Origin, Logitech Camera Settings, Steam, certain games, and other random programs that I have installed at the time won't start. I looked at the task manager to see what happens and it appears and disappears almost immediately when I try to start it. I look at the event viewer and it doesn't give me too much information about it. Ever application error is pretty much the same minus the Fault process id and the program name/path, except for when I initially install Malwarebytes, it says "Error while updating Malwarebytes status to SECURITY_PRODUCT_STATE_EXPIRED." There's also an error that says, "Certificate for local system with Thumbprint 5b 12 f3 f7 d8 c7 89 7c 22 c2 56 b1 9c a6 bb 7a 6b 98 84 6d is about to expire or already expired." Is there something I can do?

date and time is set on the computer? windows up to date?

Yes, everything is correct on the time and the computer is up to date.

if reset doesn't work. try a fresh os install.
