Random Restarts Low voltage

Hi I build a PC 3 month ago (all from 2nd hand parts exept GPU & Power supply)...
so my specs
Processor - Intel core i3 6098p
Motherboard - Gigabyte GA-H110M DS2
RAM - 2X 4GB DDR4 2133MHz Kingston Value
GPU - Msi Geforce GT 1030 2GB GDDR5 OC
HDD - 2x 2.5 Inch HDD 1 x3.5 inch hdd 1x ssd 2.5 inch
SMPS - Coolermaster MWE 450 80+ white

so i was reinstalling windows 10 on my pc and during installation it shutdown and not turned on.
and just random restarts in each 3 seconds with 3 second gap.......

so i checked my powersupply's voltage and look what i got.

12 volt rail - 10.224
5 Volt rail - 4.325
3.3 volt rail - 3.328
5v stand by - 4.9 volt
-12 volts - - 11.2

do i need to change my psu..... if yes so can i use corsair vs 550.....
(Because my friend has 1 new and laying around and i dont have money now to buy any psu till 3-4 months (due to 10th boards))

Sure. Anything is going to be better than that. However, the low voltage could be caused by a high drain inside the system, so you could have a faulty component in there.

I once had a CPU develop leakage to ground, it consumed so much power that it eventually melted the 12V wires on the ATX connector. CPU never failed though, it was seemingly happy to run near its maximum temperature for many days. Took out one motherboard and two power supplies before it was replaced.
 


I tested MY PSU by removing it form system and shorting green black pins to runs psu and measure voltage.
So problem with PSU right
