Question Random restarts with no BSOD ?

Mobo: Gigabyte B450m
RAM: 16GB DDR4 3200MHz HyperX Fury
Storage: 25gGB M.2 SSD
GPU: Powercolor RX6600
PSU: CoolerMaster 650W 80+ Bronze

Been having this issue for a while where my PC randomly shuts down then powers on while idle, gaming or doing light tasks. Tried OCCT to stress test and the issue persists. Here are the values. Please help.

PSU: CoolerMaster 650W 80+ Bronze
Coolermaster is the brand of the unit while 80+ bronze is the advertised 80+ efficiency rating with 650W being it's advertised wattage, what is the model of he unit and how old is it?

BIOS version for your motherboard?

1. Never cheap out on PSU.
2. Never buy used PSU.

You did both. :non:

MWE White 230V is low/crap quality PSU and since it is used, it is even worse. And very likely, the bane of all your issues.

So, look towards new, good quality PSU.
Good PSUs to go for, are: Seasonic Focus/Vertex/PRIME, Corsair RMx/RMi/HXi/AXi, Super Flower Leadex Gold/Platinum/Titanium.
550W range PSU does fine for your build.

In the OCCT stress test I only see graphs for +5V and +12V, where is your +3V? Have you noticed any fluctuations in these voltages while monitoring?

I would guess it is your PSU to be honest. You may also want to check Event Viewer and look at the errors or critical errors you get at the time of restarts, it may give you a better understanding of what the issue could or could not be.

As the others mentioned above, go for a PSU like Seasonic, Corsair or be quiet!

You can also use Cybenetics to look at their database of power supplies which should give you more information on their power efficiencies and even sound efficiencies. Their reports also have other results which you might find useful.
