Random Screen Flickering

Hey, I have this problem. Whenever I start my PC, it's all fine and dandy but when I start up a game or go full screen in a youtube video, the monitor turns black for 1-2 seconds then it goes back to normal, and after a random interval it turns black again. The more I stay full screen the worse it gets. Something to note is when i go in the CTRL + ALT + DEL menu, the screen doesn't flicker at all, it's perfectly normal.
I have tried:
-resetting the pc
-reinstalling the display drivers
-scanning the whole pc with malwarebytes

My PC build (built in August 2016, had no problems with it so far):
-Intel i5 4460 3.2 GHz quad core
-Nvidia GTX 960 4GB VRAM
-8 GB of RAM
-650 Watt power source
-21.5 inch Phillips 223V5

I am also running Windows 10, if that helps.

You also have troubles with youtube when using the igp? Means taking the gtx 960 out and use the motherboard i/o for video output.
