This stuttering has only happened playing FFXIV. I've reinstalled it on both hard drives and the same problem occurs. I'm playing at max settings in 1080p and the cpu usage hovers around 70% when I'm playing. The temperatures are always <50 C for CPU and < 60 C for GPU. During the stuttering the CPU usage drops to roughly half of what it's normally at. If its at 80% my CPU usage drops to 40% and I get about 4 fps in game or a complete freeze of the program ("Program Not Responding"), then it returns back to normal of about 60 fps. The stuttering happens anywhere in game, whether it's in town or in battle, it's the same. It happens once every few minutes.
Nothing is overclocked and I'm completely lost. Any help is appreciated.
I've also ran furmark and it passed. Ran windows ram test and it passed. And ran the WD diagnostic and it passed.
