Random stuttering pc

I’m having a random stutter w/o load and here are the steps that I’ve taken to try and figure out what is causing the problem
1) check cables from all the components
2)tried different ram
3)tried different GPU
4)reinstalled windows
5)updated all the drivers
6)updated latest BIOS from Biostar
7)check drives Heath both ssd & Hdd
8)AIDA 64 testing
And the strange thing is the stutter duration was lowered significantly AFTER I reinstalled windows

Yes in fact even the coil whine from the gpu would stutter
