Question Random stutters without any fps drops after a day of finding the best overclock

Hey guys, so I was overclocking my pc yesterday for about 8 hours straight I was overclocking testing and playing games to test. And at some point modern warfare and battlefield 1 started hard stuttering without any fps drops. It makes it unplayable and setting everything back to default only slightly helped with the stuttering. It still persists. Also after overclocking again to what I know is a stable and safe oc, it was slightly better but still unplayable. Now I think I might have broken some part of my PC because I also now hear an electronic noise in my pc while load. I really don't know what to do now...
Specs: i7 6700k oc to 4.5ghz
700 w 80+ gold psus
2080ti
32gb 2133 ddr 4 ram oc to 2900
Z170 pro carbon mainboard
2 1tb ssd's
1 1tb hdd
Any hint or help iat greatly appreciated

cmos reset didnt do anything, now after letting the pc rest for a few hours, the stutter is slightly better. It must be some component that I destroyed by restarting and ocing over and over ... damn it

i thought that its about my gpu, but its always running at stock, never had problems before. i will switch out some components on friday when i have the time. i fear that my mobo cant give enough juice to fuel the pc anymore and i broke it when i was oc ing for this long....

i realized my pc is taking longer to start, im pretty sure this cant be the gpus fault, maybe i broke my ram? or maybe its the cpu... well its also only with battlefield 1 and modern warfare... i dont even know how i can break it this way

I thought I fixed it and it came back, I reinstalled windows, cleared the cmos on my bios, and still choppy, it was working for a couple hours yesterday when I bumped up the cpu soc voltage after I put a little overclock on it but that didn’t last for more than a day, now I reset my bios and it’s still choppy. Any suggestions or causes?

Motherboard: Asus Rog crosshair viii (WiFi)
Memory: g.skill trident z royal 3600mhz cas:16 timings 16-16-16-36
GPU:Radeon rx5700xt
CPU:Ryzen 9 3900x
Storage: 2tb barracuda HDD and 250gb Samsung SSD 960 EVO NVMe M.2

What are your overclock settings in BIOS. I was messing with pbo last night it was very cold. My RAM overclock has been running approx. 6 months.

Ok, so i cleared cmos, reinstalled the games, reinstalled windows, tried oc's and non oc's like i mentioned above.
Next steps will be changing out my PC components one by one... nothing else left to do here i guess... This problem also came out of nowhere. sometimes choppy sometimes new zones stutter but when old zones dont. sometimes i have stutters without fps drops sometimes they drop hard... i really dont even know where to start troubleshooting, it could be every single component of my pc causing this...

so this is weird, after i unplugged 2 usb slots it magically worked properly. i dont think this is what caused it and i will try other games and other scenarios before i can be safe this problem is done. can it be that my 700w psu was completely at its max? so removing 2 usb slots gave it headroom? here's a video moments after the video above

USB hard disks for example, go the sleep and cause the GUI to lock up while they are spinning back up. It also takes longer for my PC to startup with a USB hard disk.

Could be with the electrical noise earlier that the two usb slots(ports? please explain further what you mean) are faulty. Did you hear the electrical noise in your headphones? Or was it comming from your PC? The video is private btw, so no one can view it.

So i also tested vram, this seems to have some issues or do these "test fails" not say anything?

I will change out components on the weekend until then im trying software related stuff.
The electrical noise came from my pc, also think it was coil whine from my 2080 ti but i knew it had this problem. now the coilwhine only comes back when i play heavy load games.

Do you have another gpu you can test with?
Is this your PSU?

A stock 2080ti recommended PSU is 650W. NVidia states 260 watts for the FE card.

Video Memory Stress Test is more or less useless. I don't think it runs correctly on 2080ti cards and there does not appear to be an update in the last 3-4years.

Final Fantasy 15 I have only ever had issues with my 2080 when the builders sanded the walls and dust got in around the vRAM and caused it to overheat. The game would stutter and then the screen would freeze.

Downclocking the vRAM from +1000 to +750 seemed to fix the issue. In other games like destiny 2 the vRAM did not cause a freeze but occasional hitching or dropped frames. Not very often mind you which is why my issues in Final Fantasy 15 were a bit of a surprise.

Blowing the dust out of the heat sink and vRAM area fixed that issue. This allowed me to overclock the vRAM from +750 back to the normal overclocking value. This stopped my issues in Final Fantasy 15.

This fixed my issues in game Control as well.

This is why overclocking can be a pain, stock speeds are more or less bullet proof.

Hi guys.
First my system:

2080ti rog strix
32gb 2133hz ram oc to 2900hz
700w be quiet straight power 11 psu 80+ gold
z170 pro carbon gaming
i7 6700k @ 4,5ghz 1.32v
2x 1 tb ssd ( windows and most games on it )
1x 1tb hdd

So I have been trying to figure out what could be wrong with my system for the past few weeks.
Some games like battlefield 1, cod mw, borderlands 3 are stuttering every now and then other games like red dead redemption 2, batman arkham knight, ff15 or apex legends do not stutter at all.
I tried reinstalling windows, tried different cpu source programs like process lasso or reinstalled (CLEAN) nvidia drivers multiple times, no success. Also i had the opportunity to change out my graphics card and replace it with the one of my friend, no change. Everything was running smoothly until I overclocked my pc for like 8 hours and i think at that time i broke either cpu, motherboard or ram with it. I went back to default with my oc's which didnt do anything so i thought i might aswell oc the system again. i wasnt able to change out the ram or cpu yet but i will try in the following weeks. It HAS to be one of those things, because otherwise ALL games would stutter and lag. Also in some games i have fps drops with stutter and in others i have no fps drops with stutter... I really dont know what to do.

Edit: Even when i drop the resolution from 1440p to 1080 or lower the fps stays the same. Did i break my cpu? the overall usage and temps are normal.

I tested another GPU, no change still stutters also my psu is more than enough im sure of that. 2080 ti never hits 400w and my cpu is like 90w max if even that. There is headroom otherwise ALL games would have issues. I havent tried switching out the cpu yet but im pretty sure my cpu is faulty.

Check this video maybe this can tell you something.
In every game, it doesnt matter what setting I use the fps dont go up only drop down when i use DSR for high resolutions but that is expected. I think i broke my cpu or something?
