[SOLVED] Random tasks "crashing"

Ive been having this weird problem recently where whenever i open certain apps, they crash after a couple seconds, and i get the blue circle showing that somethings happening in the background. All my games work fine, most apps work fine aswell. This happens whenever i open installer executables (was trying to download 7zip but it crashed before i could continue the install), and it also happens when opening malwarebytes. This even happened when trying to open control panel or the popup that comes when trying to revert to the latest windows version. Ive run sfc scans, disc scans, virus scans, and updated my windows to its latest version, but its still happening. Any ideas? I have 2 drives, 1 SSD and 1 NVMe.

Edit 1: tried to update my oculus app and it crashed that too

Lets see if this will run, use Safe mode if necessary.

Please download Farbar Recovery Scan Tool and save it onto your Desktop. If your default download location is not your Desktop, drag it out of it's location onto the Desktop.
If we have to run Farbar more than once, refer this SS.

Note: You need to run the version compatible with your system. If you are not sure which version applies to your system download both of them and try to run them. Only one of them will run on your system, that will be the right version.
Double-click to run it. When the tool opens...

Fix: Corrupt User Profile in Windows 10
sadly none of these work (havent tried completely reinstalling windows, seems like a nuclear option), so i think im gonna try copying my user data over to a new one
