Random video stuttering every few seconds in everything

Recently my computer has began stuttering in games and while watching videos. The stuttering is only in the video and seems to last ~50ms. The stuttering started randomly a couple days ago while using CEMU and a memory editor however i doubt either were the cause as I've been using both for a while with no issue. The stuttering lasts a lot longer in CEMU being around ~250ms. My CPU and GPU temperatures are always below 80C. I do temporarily use an overclock on my GPU depending on what I'm doing but even then my temperatures only reach 80C and the stuttering continues to happen even with low temperatures while watching videos. I've run memtest and it reported no issues, run malwarebytes and once again no issues were found. i have also tried a windows registry fix program (auslogics registry cleaner) and fixed all the issues. The problem still continues. I haven't tried reinstalling my OS but id rather not have to.

GTX 780 Direct CU ii
I7 4770K
Asus z87-Pro
16GB Corsair Memory
CX600W Corsair Power supply
128GB Samsung Evo SSD

- Is your CPU hitting 100% utilization at the same time as these stutters? Task manager or HWInfo is good for tracking utilization. That is a primary cause of stuttering during games or video.

- Updating your display drivers is also a good idea.

- Have you tried running with all background programs and applications except for essential ones shut down? You could have a background application like an antivirus scanning and taking up your CPU resources. I would try shutting down as many programs as possible or running a startup with all startup items disabled.

Side notes: Registry fixing tools don't do anything for performance and can cause system stability issues. If you had issues with RAM errors you would be getting blue screens.
