Random Webpage Opens, How do I fix?

I built my PC a few weeks ago, and for the past two weeks I've been getting an issue where two random pages open up. I've ran multiple anti-virus scans from different softwares, and nothing fixes it. One of the pages it opens is this:*************which then redirects onto a music video for some reason******************. And if you go to the "newest first" comments, you can see other people have this issue too. How do I fix this?

If you can't find the infection or can't remove it. A format and reinstall of the OS is in order.
