Question Random windows are partly blacked out

I reinstalled windows on a laptop and I have just random windows that will show up partially blacked out, like disk management, the Bing search bar, and when trying to save new files too. I don't understand why this is happening. I have installed the most recent graphics driver. I have the most recent windows updates. I honestly don't know what else it could be since the problem persists in safe mode too.
