Random windows stuff on my second HDD

So not to long ago I had to go into my second steam and other games hardrive. I randomly found all of these files like program x86 and install.exe. I assume that these files are in their to install a backup of windows but I was wondering why they just randomly came up there and if there is a way to remove them or make them less disorganized.

Those are confirmed by MS as not required and just a sort or screw up that they did not end up in the temp file to begin with. Moving to an extra folder for the time being just gives the ability to recover if for some reason you need them. I have had and removed the same set of files from my second...
Most of that looks fairly normal. the program x86 happens when you install Origin to your hard drive. I'm assuming when you open that it will say something like Origin games.
As for the EULA files they are the files that get created when you click i agree and accept when installing steam games you can safely delete them.
As for the rest of the .dll and vc_red files they are required for your games to run. In a broad sense that is DLL is a dynamic linked library which more then one program can share deleting them could hurt them.
 
Yeah the txt are fine the dll files it really depends some can be one time things other are long term.
Edit: i wouldn't delete the folder called passwords or even have a folder called passwords but yolo right.
