Question Randomly low framerates that stick until PC is restarted ?

Intel i7 9700k
16gb corsair ram

Ive started running into this weird new issue where suddenly at any given moment my framrates will just halve themselves, my gpu will get cold and this will affect all games that i play until i restart my pc.

Ive run 3DMark before and after a restart when this issue appears and got 2 completely different results. my GPU drivers are completely up to date and so is windows 10

check cpu/gpu temp and usage ?
ram usage/ssd usage?
malware scan the system?

PSU is a Gold 700w from stay quiet i think
GPU and CPU are cold when the issue crops up implying my system isnt being used properly.
RAM usage is normal and i have 2 HDDs and an M2 drive in my system

I could do a malware scan but i have exceptions set up for my steam games because kaspersky kept closing them randomly.

malware scans came up clean so its not that. this issue only started a week ago as well

it just happened again, i was playing state of decay 2 and suddenly my framerate went from 90 to 45 and wouldnt improve at all, and after that all my games were running terribly until restart happened.

i could really use some help diagnoising this issue because i dont know where to start with the fixing,

if everything look ok, test with a different psu

i did some system scans and found corrupted system files and fixed them, things seem stable for the now
