Ranger stronghold snafu

(Sorry, this got to be a bit rambling)

I completed the first quest that has my character persuading the noble
to end his search for the mithral cache. I completed it the "right" way by
finding the stuff in tree and not demanding any compensation. Minister Lloyd
mentioned how pleased he was for my character to be the town's ranger.

I believe I talked to the Forest Spirit who was waiting by my cabin; in
any event the situation is in my "done quests" log. I do remember receiving
20k+ experience points and if it only happens after you've talked to the
spirit then I definitely did so.

The problem is that when I return to get my second quest (the Ogrons)
Delon is there waiting on me and says that he has an offer for me if I want
to
hear it - it's identical to what he first said when I met him in the gov't
district.
When I talk to Loyd he says that despite all I've done he's throwing me out
of the cabin! I want to torch this town, but I wont. I want my moondog too.
It's been six days since the first quest was completed. It couldn't have
legitimately timed itself out.

So, is there any way through (preferably) Shadowkeeper or the Console to
activate the Ogron quest and allow my character to complete the Ranger
stronghold?

The fact that you can talk to Delon a second time is an old left-over bug.
Delon should disappear after you talked to him, but doesn't. To avoid this
bug, just don't talk to him again.

I never knew it had such devastated consequences, however. I think your
best bet is to reload to a point where you did not talk to Delon a second
time.
Or perhaps there are some global variables you can alter to bring the quest
in the right track again.
